Sales to France to be Suspended

For my French customers.
I will have to suspend all sales to France from next week due to the French Government implementing a per item tax for small parcels from outside the EU from March 1st.
The fee will be 2 euro per item.
This is a huge departure from what was expected and what has already been introduced by Italy and Romania (per parcel tax in both cases).
At the moment I have no way of calculating that in my cart software, so I would have to remove France from the tax-inclusive system for orders up to 150 euro. However if I just do that and take sales to France without collecting VAT, La Poste will be responsible for collecting the VAT and the new tax. La Poste will add a handling fee for the privilege. (This is not supposition – Royal Mail have confirmed this)
I will keep my opinion on this to myself, however I suspect this is not something well publicised in France and do not want customers to receive a bill for handling fees that they were not expecting. Not to mention the potential of significant taxes on small value items. Once again – 2 euro per item.
I will look into how I can set up my cart to restrict sales to France to orders over 150 euro value, however it may take some time.
Apologies, but international commerce is changing again, and not for the better I fear.
