We have a few of these with slightly over-size 11mm tuner holes.
Apart from that they are A Grade necks.
If using modern tuners that are secured with screws on the back side of the headstock, the size of the holes really should not be an issue.
If using vintage style tuners with reducer bushes, the holes can be built up with superglue until the bushes are a snug fit.
